Depending how the Windows 2003 operating system was installed, it may already have ASP.NET services. This is a critical component to allow the PLGV web application to operate properly and allow users to access their quarantined email, so it needs to be verified as being installed and running.
Even if it is already installed, you will need to verify that the web server extensions indicate that it is allowed to run on this server.
Here are the steps to perform this.

Use Control Panel's Add/Remove Programs to view the list of Windows components. Press

Verify that ASP.NET is checked indicating that it was installed on this machine. If it is not checked, then check it so that it may be installed.

Once ASP.NET is installed use the IIS Manager to view the ASP.NET entry under Web Service Extensions. You must verify that the status for ASP.NET is set to allow it to run. If the status shows it is prohibited, then press on the button to allow this extension to run.
